At the UCA Annual General Meeting held last evening at Kati Kati the position of chairman remained vacant after both candidates Paul Nsibuka Luswata and Ansasira Bashir each got eight votes. 

The elective assembly was not devoid of drama as some club delegates rejected the end of year financial accounts presented by the auditors because of some errors. Tornado Bee delegate William Kibuka Musoke raised the issue of lack of a financial report to accompany the accounts to check whether the association resources were spent on what they were meant to be spent on. 

This caused an impasse at the assembly where the auditors  also made an admission that there were some errors of omission that they had pointed out to the management that will need to be looked into. 

The board was given two weeks to sort out the financials and report back to the delegates in two weeks at a special general meeting to be held on Feb 16th. This impasse meant that the appointment of new auditors was also postponed till the same date. 

Matters proceeded to the elephant in the room which was the election of a new chairman with Ansasira Bashir and Paul Nsibuka facing off for the second time. Newly elected USPA President Patrick Kanyomozi was the returning officer of the day and conducted the process with the help of UCA CEO Martin Ondeko. 

The eight member clubs namely Wanderers, Tornado, Tornado Bee, ACC, Nile, JACC, Premier and KICC each had two delegates at the AGM who would vote for their candidate of choice. 

After all votes had been cast, the returning officer made a count which revealed that both candidates had gotten an equal number of votes. This is the 1st time in the history of the elections in UCA that the vote had ended in a tie. 

With the constitution silent on the matter it was resolved with the guidance of the trustee Steven Luswata that a clause is inserted in the constitution on how to break this impasse. This constitutional process needs at least 21 days for the clause to be filed before it can added to the constitution, after this is done then fresh elections will be conducted and in case there is another impasse a clause in the constitution can break the tie.
